In order to strengthen product quality supervision and conduct in-depth key product quality improvement activities, from May to October 2017, AQSIQ organized the Quality and Technical Supervision (Market Supervision and Management Departments) of 29 provinces (autonomous regions and municipalities) across China to conduct the aluminum alloy Construction profiles, random copolymer polypropylene (PP-R) pipe, medium density fiberboard, synthetic resin emulsion interior paint, cold-rolled ribbed steel bars and other five kinds of construction and decoration materials quality of the national linkage supervision and spot checks. Relevant provincial quality and technical supervision bureau (market supervision and management department) organized the task of supervision and spot check by law and disclosed the result of sampling to the public. The relevant information is as follows.

First, the overall sampling situation

The spot checks covered 1768 batches of products (not involving export products) of 1768 enterprises in 29 provinces (autonomous regions and municipalities) in Beijing, Tianjin and Shanxi. After testing, 1673 batches of 1673 batches of products qualified, 95 batches of 95 batches of products failed, the product pass rate was 94.6%, the detection rate of substandard products was 5.4%. Among them, the aluminum profiles of construction were spot checks 416 batches of products of 416 enterprises in 19 provinces (autonomous regions and municipalities), the number of spot checks about half of the total number of manufacturing enterprises in the country, spot checks found 392 batches of qualified products, 24 batches Products failed, the unqualified product detection rate was 5.8%; cold-rolled ribbed steel bar spot checks a total of 15 provinces (autonomous regions and municipalities) 155 enterprises 155 batches of products, the number of spot checks about the total number of manufacturing enterprises in the country ten Sub-sampling found 140 batches of qualified products, 15 batches of unqualified products, unqualified products detected rate of 9.7%; random copolymer polypropylene (PP-R) pipe a total of 24 provinces (districts, City) 430 batches of 430 products produced by enterprises, the number of spot checks about four fifths of the total number of manufacturing enterprises, spot checks found that 408 batches of qualified products, 22 batches of substandard products, unqualified products detected rate of 5.1%; MDF a total of 248 provinces in 248 provinces (autonomous regions and municipalities) produced 248 batches of products, the number of enterprises about half of the total number of manufacturing enterprises, spot checks found that 232 batches of qualified products, 16 batches Unqualified product, unqualified product The detection rate was 6.5%. A total of 519 batch products from 519 enterprises in 23 provinces (autonomous regions and municipalities) were spot-checked on synthetic resin emulsion interior wall paint. The number of spot-checking enterprises was about one-quarter of the total number of manufacturing enterprises in the country. There are 501 batches of qualified products, 18 batches of substandard products, substandard products were detected in 3.5%.

In order to more scientifically reflect the overall situation of the industry, the scope of this linkage test covers large, medium and small scale three types of enterprises. A total of 118 large-scale random checks of 118 batches of products, 116 batches of qualified products, the passing rate of 98.3% of products; medium-sized enterprises a total of 338 338 batches of products, 321 batches of qualified products pass rate 95%. Small enterprises randomly selected 1312 batches of products from 1312 enterprises, 1236 batches of products were qualified and the passing rate of products was 94.2%. 5 kinds of products according to the size of the enterprise product qualification rate as shown below:

 

Second, the results of different products sampling results

(A) aluminum building profiles. The spot checks found that aluminum alloy building profiles failed products are mainly involved in the project include: chemical composition, the minimum nominal wall thickness, wall thickness deviation, the local oxide film thickness, the average film thickness of the oxide film, the quality of the sealing film, the film local Film thickness, local film thickness of the composite film, alkali resistance, minimum local thickness of the coating. In order to improve product quality, AQSIQ has stepped up spot checks on aluminum alloy building profiles. National aluminum alloy building profile products have been continuously supervised and spot-checked over the past five years with product passing rates of 87.3%, 94.2% and 87.5% respectively, 87.5%, 94.2%, product quality tends to be stable.

(B) cold-rolled ribbed steel. The spot checks found that cold-rolled ribbed steel substandard products are mainly involved in the project: yield strength, elongation, transverse rib spacing, transverse rib midpoint, the weight deviation of 5 items. In the past five years, the passing rate of national supervision spot checks of cold-rolled ribbed bars were 54.4%, 84.2%, 92.2%, 86.7% and 90.3% respectively, and the overall product quality showed an increasing trend.

(C) random copolymer polypropylene (PP-R) pipe. The spot checks found that random copolymer polypropylene (PP-R) pipe unqualified products are mainly the size and hydrostatic test project failed. The past five years, random copolymerization of polypropylene (PP-R) pipe of the national supervision spot check pass rates were 90.0%, 90.3%, 89.2%, 93.6%, 94.9%, the overall quality of the product is relatively stable.

(D) MDF. The spot checks found that MDF unqualified items involved in the project include the thickness of the swelling rate of water absorption, static bending strength, internal bonding strength, surface bonding strength and formaldehyde emission 5 items. From 2015 till now, the passing rate of the national supervision and checking of the product is 94.3%, 92.5% and 93.5% respectively, and the overall quality level is stable at over 90%.

(E) synthetic resin emulsion interior paint. The spot checks found that synthetic resin emulsion interior wall paint failed products mainly formaldehyde emission, washability, contrast ratio, low temperature stability of 4 items. In the recent five years, the passing rate of national product sampling has been 96.7%, 96%, 93.7%, 95.4% and 96.5% respectively, and the product quality has maintained a steady trend.

Third, check the situation of different products in the region

(A) aluminum building profiles. The spot checks mainly concentrated in Guangdong, Shandong and Jiangsu, accounting for 48.1% of the total number of spot checks. Spot checks of 12 provinces found no quality problems. The passing rates of products in 4 provinces ranged from 90% to 95%, and those in 3 provinces ranged from 80% to 90%.
